Upgrading GitLab

Follow the upgrade path doc.

Currently we're on v15, since 16 deprecates the kubernetes connection currently used, and uses the agents. Agents aren't supported in sameersbn's build and we're using the deprecated feature gate

Also v16 will need postgres upgrade.
